This group collects Information Technology sector members whose core business is developing and licensing software rather than manufacturing hardware or delivering IT services under contract: enterprise application, database, systems and security software makers, software-as-a-service and cloud platform providers spanning customer relationship management, human resources, accounting, design, collaboration and artificial intelligence, along with electronic design automation and other specialist software makers. It is the largest group in this subcategory, reflecting how much of the sector's newest company formation is software rather than hardware, and it is kept apart from IT Services, reserved for companies that sell consulting, systems integration or outsourced technology labor rather than a software product of their own.
