Via Rail Canada Inc. is Canada's national intercity passenger rail service, a Crown corporation headquartered in Montreal, created in 1977 to take over passenger operations that had previously been run directly by the freight railways Canadian National and Canadian Pacific. Via Rail does not own most of the track it runs on, operating its trains chiefly over track owned by those two freight railways under agreements that give Via Rail's passenger trains lower scheduling priority, a long-standing constraint on the reliability of its service, particularly on its busiest route in the Quebec City to Windsor corridor.
