Joseph Moses Juran was a Romanian-born American engineer, management consultant, and author, born 24 December 1904 in Braila, Kingdom of Romania, and died 28 February 2008 in Rye, New York. During the Second World War he served as an assistant administrator of the Lend-Lease Administration, and he later became a leading advocate for quality management, applying the Pareto principle to quality problems and developing the Juran Trilogy of quality planning, quality control, and quality improvement. He founded the Juran Institute in 1979 and, from 1954 onward, helped introduce quality management methods to Japanese manufacturers.

The first edition of Juran's Quality Control Handbook in 1951 attracted the attention of the Japanese Union of Scientists and Engineers (JUSE), who invited him to Japan in 1952.
